在智慧校园背景下开展数据生态治理有助于消除数据孤岛、缩小数据鸿沟,统一规范数据标准,科学管理数据资产,优化改善数据质量,有效监督数据安全,明晰共享数据权责,实现参与教育大数据应用的各单元协同配合,进入教育大数据的各个环节良性循环,服务教育大数据的各种对象全面入微。从高等教育迈入"全智慧"校园所面临的问题出发,借鉴了国内高等教育领域数据治理研究理论与实践经验,探究了智慧校园视域下高等教育数据生态治理的必要性。从当前教育数据治理工作发展的困境与任务入手,提出了高教数据生态治理的三层次模型。在综合分析高教数据治理体系建设原则与内容的基础上,构建了一套完整的数据生态治理体系参考架构,以期刻画高教数据生态治理相关单元功能内容,用以辅助破解高教数据发展困境,驱动教育大数据与智慧校园创新应用深度融合。最后,运用数据治理实践案例,从垂直与水平维度视角剖析了数据生态治理工作开展与推进高教组织变革之间的逻辑关联,论证了数据治理对驱动高校智慧校园建设的重要作用。

Within the scope of smart campus, to carry out data ecological governance had contributed to eliminate isolated data Islands and narrow the digital divides, in addition to uniformly standardize data standard, scientifically manage of data assets, greatly improve the data quality, effectively monitor data security and clearly share data rights and responsibilities. Meanwhile, it could realize the cooperation of all units with participating in the application of education big data, well circulate with participating in each link of education big data and meticulously serve all kinds of objects of education big data. Started from the problems faced by higher education moving towards the all wisdom campus, this paper drawed on the theory and practical experience of data governance research in the field of higher education in China, explored the necessity of ecological management of higher education data from the perspective of smart campus. Started with the dilemma and task of the current education data governance, this paper proposed a three-level model of ecological governance of big data in higher education. Based on the comprehensive analysis of the principles and contents of the construction of data governance system in higher education, this paper designed a complete reference architecture of data ecological governance system, and described the functional contents of each unit of the architecture one by one in order to solve the dilemma of data development in higher education and drove the deep integration of education big data and smart campus innovation applications. Finally, this paper analyzed the logical relationship between the development of data governance and the change and development of higher education organizations from the perspective of vertical and horizontal, and demonstrated the important role of data governance in driving the construction of smart campus in universities.
