教育数字鸿沟治理已成为数字化时代世界各国和国际组织关注的核心议题。该文基于联合国教育变革峰会提出的“3C”框架,深入分析了我国教育数字鸿沟治理的现实图景,并从城乡、区域与家庭收入差异三个层面揭示了我国教育数字鸿沟的深层成因与发生机理:城乡、区域和家庭收入差异相互交织,在政策支持、资源分配、文化传递等方面彼此强化,从而导致并固化了我国教育数字鸿沟的代际传递。为进一步弥合我国教育数字鸿沟,通过借鉴全球主要国家和国际组织的政策与实践,从内容、能力和联通三个维度提出了优化我国教育数字鸿沟治理的具体路径与建议:优化数字教育资源平台,确保高质量教育内容的全覆盖;深化师生数字素养培养,强化数字技术对教育的赋能;加强基础设施建设,促进数字联通与国际合作。
Abstract:The governance of the digital divide in education has become a core issue of concern for countries and international organizations in the digital age. Based on the “3C” framework proposed by the United Nations Transforming Education Summit 2022, this study provides an in-depth analysis of the current state of digital divide governance in education in China. It reveals the underlying causes and occurrence mechanisms of the digital divide from three dimensions: urban-rural, regional, and household income disparities. These disparities are interwoven and mutually reinforce each other in terms of policy support, resource allocation, and cultural transmission, leading to and solidifying the intergenerational transmission of the digital divide in education in China. To further bridge the digital divide in China's education system, this study draws on the policies and practices from major countries and international organizations to propose concrete approaches and recommendations for optimizing governance of the educational digital divide in China through three dimensions: content,capacity, and connectivity. Specifically, first, optimizing digital educational resource platforms is crucial to ensuring broad access to highquality educational content; second, enhancing digital literacy among both teachers and students is vital for maximizing the empowering potential of digital technologies in education; and third, strengthening infrastructure development, improving digital connectivity, and fostering international cooperation are equally important.
