近年来,随着云计算技术的普及应用,"三通两平台"的快速发展,区域教育云已成为教育信息化发展的新高地和新战略。该文根据我国"三通工程"建设进度,以区域为评价范围,以教育云应用情况为评价内容,研制了包含云应用基础能力、云应用工具软件、教育教学方式、云应用覆盖范围四个维度的教育云区域发展评价指标体系和评估测算方法,以期推动全国各地教育云建设与发展的评估。并借"教育云应用示范"课题开展之机进行试测,评估了教育云区域发展规模化应用试点地区的发展状况,建议今后工作重心应放在探索深化的模式和方法上。

In recent years, with the popularization of cloud computing technology and the rapid development of Three Connections Two Platforms Project, the construction and application of regional educational cloud has already become the new strategy of educational informationization development. According to the progress of Three Connections and taking regions as the evaluation ranges and educational cloud application as the evaluation content, this paper studies the evaluation index system and evaluation method of educational cloud's regional development from four dimensions: basic capabilities of cloud application, cloud application software, teaching method and covering range of cloud application. This paper is expect to promote the evaluation of educational cloud's construction and development throughout the country. By carrying out the test right at the implementation moment of Educational Cloud Application Subject, this paper evaluates the development status of educational cloud development in pilot regions and suggests that the focus of the future work should be on how to deepen the exploration on the pattern and method.
