数智赋能区域基础教育数字化转型的实践路径——基于广州市黄埔区三年实证研究

摘要:

教育数字化转型是国家教育现代化战略的核心任务,区域层面是推进转型的主体和关键。教育数字化转型是由数字技术驱动和数据要素赋能引发的教育系统性和根本性变革,技术是教育数字化转型的核心动力和要素。该文基于黄埔区三年来的数字化转型实践,构建教育数字化转型成效评估框架,并建立“五维三级”成效评估指标,采用李克特五级量表对111个采集点进行量化分析,系统揭示培育校在数智技术应用、师生数字素养与数字化治理等方面取得的显著提升。进一步提炼出“战略引领-场景驱动-机制保障-成效输出-系统变革”的区域教育数字化转型一体化推进路径。该路径以数智技术为支点、以真实问题为导向、以机制建设为保障,实现系统性变革,为同类地区推进基础教育数字化转型提供了理论参照与实践范式。

Abstract:

The digital transformation of education is a core mission of the national strategy for educational modernization, with the regional level serving as the main entity and critical link in advancing this transformation. Driven by digital technology and empowered by data elements, the digital transformation of education represents a systemic and fundamental change within the educational ecosystem, where technology acts as the core driving force and essential element. Based on the research team' s three-year practical experience in promoting digital transformation in Huangpu District, this paper constructs an effectiveness evaluation framework for educational digital transformation and establishes a “ fivedimension, three-level” performance evaluation indicator system. Using a Likert five-point scale, a quantitative analysis was conducted on 48 observation points, systematically revealing significant improvements in pilot schools regarding the application of digital-intelligent technologies, the digital literacy of teachers and students, as well as digital governance. Building on the above research and analysis, an integrated pathway for regional educational digital transformation was furthered: “strategic guidance-scenario-driven-mechanism guarantee-outcome delivery-systemic change.” This pathway uses digital-intelligent technology as the lever, is problem-oriented, and is supported by institutional mechanisms to achieve systemic transformation. It provides a theoretical reference and practical model for similar regions promoting digital transformation in basic education.
