在全球数字化转型加速推进的背景下,教育数字化成为国际教育变革的重要方向。该文从全球视角出发,系统梳理教育数字化的六大演进动向,包括政策变迁、基础设施普及、人工智能驱动教育范式重构、数字胜任力发展、技术治理规范以及跨区域教育共同体发展,揭示出全球教育系统正经历从理念到制度、从技术部署到生态建设的深层转型。通过对中国教育数字化的进展考察,归纳出战略规划引领、数字基座构建、教育教学模式创新、终身学习公共服务体系完善和创新人才培养为核心的系统性布局。最后,进一步分析了中国参与全球数字教育治理的策略,从打造数字教育公共产品、构建国际合作网络、共同推进数字教育能力发展、参与推动国际标准制定、共建数字治理规则五个维度,探讨中国数字教育走向世界的可行策略。推动中国教育数字化经验在全球层面的有效融入,有助于提升我国在全球数字教育治理中的影响力,为全球教育可持续发展注入具有制度逻辑与实践成效的中国方案。
Abstract:Against the backdrop of accelerating global digital transformation, digitalization of education has emerged as a key direction in international education reform. Adopting a global perspective, this paper systematically outlines six major trends in the evolution of digital education: policy shifts, infrastructure expansion, AI-driven paradigm shifts in teaching and learning, development of digital competence,normative frameworks for technology governance, and the emergence of cross-regional educational communities. These trends indicate a profound transformation of global education systems—from conceptual advocacy to institutional embedding, and from technical deployment to ecosystem construction. Based on an in-depth review of China's progress in educational digitalization, the paper identifies a systematic layout characterized by strategic planning leadership, the construction of digital foundations, innovation in educational models, the improvement of lifelong learning public service systems, and the cultivation of innovative talent. Furthermore, it analyzes China's strategies for participating in global digital education governance across five dimensions: building digital education common goods, fostering global cooperation networks, jointly advancing digital education capabilities, contributing to the development of international standards, and co-constructing digital governance frameworks. Promoting the integration of China's experience in digital education into the global arena will enhance China's influence in global digital education governance and contribute a China-informed solution—grounded in institutional logic and practical effectiveness—to the sustainable development of education worldwide.
