近年来新一轮科技革命和产业变革加速演进,人工智能重塑知识生产,元宇宙课堂打破时空壁垒,数字技术为教育变革与发展带来了无限可能。在此背景下,我国教育部成功举办三届世界数字教育大会并发布一系列务实成果,2025大会上发布的《中国智慧教育白皮书》明确提出,数字教育发展进入智慧教育这一新阶段。在新阶段,政策逐渐开始关注生态优化、教育教学应用、个性化服务提升、人工智能教育、数据治理、伦理安全、全球共建共享等方面,并呈现出教学支持工具迭代加快、教育活动流程智能升级、教学时空边界消融显著、教育文化观念转型深入的典型特征。未来数字教育将助力构建人人终身可学、优质公平、个性化和开放灵活的教育,让教育变革成果惠及全人类。
Abstract:In recent years, a new wave of scientific and technological revolution and industrial transformation has been rapidly unfolding. Artificial intelligence is reshaping knowledge production, while metaverse-based classrooms are breaking the boundaries of time and space. Digital technologies are bringing unprecedented possibilities for educational reform and development. Against this backdrop, China' s Ministry of Education has successfully convened three sessions of the World Digital Education Conference, releasing a series of pragmatic outcomes. At the closing ceremony of the 2025 World Digital Education Conference, the White Paper on Smart Education in China was officially released, marking the transition of digital education into a new stage characterized by smart education. In this new phase, policy priorities have shifted toward optimizing the digital education ecosystem, enhancing educational applications, enabling personalized learning services, promoting AI-driven education, strengthening data governance, ensuring digital ethics and security, and advancing global cooperation and sharing. Meanwhile, key characteristics have emerged, including the rapid iteration of teaching support tools, enhanced intelligence in educational processes, a clear trend toward the dissolution of time and space boundaries in teaching, and a deepening transformation of educational culture and values. Looking ahead,digital education will help build a system where everyone can learn throughout life, with education that is high-quality, equitable, personalized, and open—ensuring the benefits of educational transformation reach all of humanity.
