国际视野下数字教育的战略重点与发展趋势

数字教育是教育高质量发展的重要突破口。然而,学术和实践领域对数字教育的内涵意蕴和方向定位尚未充分讨论和达成共识。该文从国际视野出发,分析了全球40余份数字教育政策文本,对数字教育内涵和价值进行深入解读。研究发现,当前世界数字教育政策聚焦于六大战略重点:教育包容公平与质量、数字教育新基建规划、数字素养及高阶思维、数字化教学方法创新、以人为本的个性化评价、校企社高效联动互通。此外,探讨了国际上数字教育的发展趋势,包括元宇宙、GAI、大数据、区块链等新兴技术的充分应用,并凸显人文价值、智能素养、伦理规范等基础保障,促进数字教育生态体系的健康发展。

Abstract:

Digital education is gradually becoming an important breakthrough for the high-quality development of education. However, the understanding of the concept and the orientation of the development of digital education have not yet been fully discussed and agreed upon in the academic and practical fields. From an international perspective, we analysed 40 digital education policy texts around the world to provide an in-depth interpretation of the connotation and value of digital education. The study found that the current world digital education policy focused on six strategic priorities: inclusion, equity, and quality in education, planning of new infrastructure for digital education, digital literacy and higher-order thinking, innovation of digital teaching methods, human-centred personalised evaluation, and efficient linkage and interoperability between schools, enterprises, and society. At the same time, countries have put forward trends for future policy planning in the light of emerging technologies that have the potential for wide application globally, supporting the construction of a smarter digital education environment.
